Attorney at Law | Master’s Degree Holder | Specialist in Transport and Regional Integration
Juan Ramón Velázquez Vera is an Attorney at Law, Notary Public, and Legal Professional, with over 20 years of professional and academic experience in public law, transport policy, regional integration, and international negotiations.
He graduated from Universidad del Norte (Paraguay) with degrees in Law, Notarial Studies, and Political Science. He further enhanced his expertise through a Master’s Degree in Criminal Law, a Master’s Degree in Aerospace Policy and Strategy, and a Master’s Degree in Public Affairs and Governance, enabling a comprehensive understanding of legal, institutional, and public policy processes at national, regional, and international levels.
He currently serves as Director General of International Relations and Negotiations at the National Directorate of Transport, representing the Paraguayan State before multilateral organizations, regional forums, and integration mechanisms, particularly in matters related to transport and regional cooperation. Additionally, he acts as Deputy Coordinator of the MERCOSUR Transport Working Subgroup, contributing to regulatory harmonization and policy coordination within MERCOSUR and the Latin American Integration Association (ALADI).
He also has an extensive career as a university lecturer, teaching Public and Private International Law, Integration Law, and Criminal Law, contributing to capacity building and institutional strengthening.
